3.2004 Council of Ministers of the EU The working group of Council of Ministers of the EU, consisting of representatives from member states patent offices, disregards the European Parliament amendments. The Irish presidency proposall is similar to the proposal the Council presented on 2002 and is even more pro-software patents than the Commission.
